Blockchain Advisory Committee - Motion
The Advisory Committee will meet four times. Each meeting will be 1.5-2 hours with the exception of the first meeting which will be three hours. This meeting includes the Blockchain Bootcamp where members will gain foundational knowledge about blockchain technology, cryptocurrency, and associated topics. Please refer to the “Blockchain Bootcamp” page for up-to-date information on this kick-off meeting.
Meetings will be held at 1pm in the General Assembly Building, Room 205.

Voting
- Quorum is a simple majority of Advisory Committee members present.
- Voting may be done for legislation to be considered by the full Commission.
- Advisory Committee members may participate remotely in accordance with the Code, unless other restrictions apply, however an in-person quorum must be present for voting to take place.
Public Participation
- Meetings held in House Committee Rooms are open to the public, livestreamed and
subsequently archived on the Virginia General Assembly website.
- In-person public comment will be taken at the end of each meeting unless otherwise indicated. There are no virtual public comment for JCOTS subcommittees.
General Decorum
- Communication during meetings is done through the Chair.
- Titles will be used when addressing and referencing other members and staff. It is appropriate to address the Chair as “Mr. Chair” or “Chair Salim”.
- Committee members are free to share information about the Committee, their participation, and details about the meetings. However, statements to the media or interviews on behalf of the General Assembly, JCOTS, or the Blockchain Advisory Committee are not permitted. Press announcements or other media releases on behalf of the General Assembly, JCOTS, or the Blockchain Advisory Committee will go through the Office of the House Clerk.
- Suggestions concerning the content, structure, participants, speakers, or any other arrangements for meetings should be made through JCOTS staff.
